The rods had been off the locomotive since before it was moved from Niles Canyon to Schellville so this was a major part in brining it back to steam. The air reservoir tanks were removed as part of the annual inspection required by the FRA on all operating steam locomotives. Also, the hissing sound you hear coming from the locomotive is air being drawn in and of the cylinders by the movement of the pistons. If you look closely, you can see condensation being expelled.
