NCRA doesn't need to be dissolved. It needs to be FUNDED. The legislature created it and then Deukmejian vetoed it's funding. I don't understand how the State of California can be making the huge commitment it is to high-speed rail in the Central Valley, and leave the whole northwest corner of the State stranded in terms of access to the national rail system. It's just senseless. The won't put a penny into rehabilitating a rail line and they leave it to deteriorate with no maintenance for decades and now they want to build a hiking trail on the ROW? I'm betting that hiking trail is going to cost a lot more by the end of the day than rehabbing the rail line ever would. Why not both? A rail line with "whistle stop" service for hikers in the area? Mmmm? Makes too much sense, I guess.
Great Redwood Trail Act
Interesting: SMART gets the RoW south of Willits, the DoT gets north of Willits. They appear to be keeping open the possibility of rail service up to Willits, but trails north of that.
Section 105012 has a number of mistakes where North Coast Railroad Authority is intended, but Northwestern Pacific Railroad Authority is actually written.
SMART has no expertise on handling freight. Time for me to go visit my neighbor John Williams.
And somebody on this w-site needs to write a letter to this Calif. legislator. Not mine.
