Yes these cars had motors and third rail shoes for electrical pick up. They were converted from old steam passenger coaches. Later due to public complaints they were replaced by new and secondhand Espee steel cars.

Not really an observation car per se. This is a wooden electric MU commuter coach being pulled as a trailer by the steam locomotive.
