NWP 109 Excursion 1941 Cerro-San Marin?

It's the April 1941 excursion on the Petaluma and Santa Rosa with venerable 4-6-0 #109 and four interurban coaches. We're stopped somewhere in Marin. Others have suggested that that's Terra Linda Ridge in the background and we're just railroad east of Cerro, but cannot confirm. Lou Bradas Jr photo.
