I'll bet that SMART owns this equipment.  That backhoe isn't setup for tie handling, so I'm guessing it's probably that time of year ensure culverts and drainage systems up and down the line are clear and ready for winter.

I didn't see any work being  done. This pic was taken about 50 yards from the downtown Windsor crossing at the north switch to the siding
