<p>I will research this, Mr. Dunning. It's a good question--the part about if it traveled by rail to a transload. The NWP would have had the option to deliver the cars to SMART if SMART chose to ship by railroad. It's possible that SMART chose to ship by other means to avoid the NWP. If that is true, and it was more expensive, then the public deserves to learn about this sooner rather than later, when the problem can be corrected. </p>
