I believe this is referring to the attempt to build a jetty at the mouth of the Russian River to allow ships to enter the estuary. There was a quarry at Goat Rock and the rail ran across the beach carry the rock tot he jetty. The project failed to control the mouth because of the winter floods and it was abandoned.

There is relics littering the beach out there.

I'm sure that NWPRRHS has some info on it...Steve???

The jetty ran out from the beach on the south side of the river... the railroad ran on the trestle to drop rock, once on the beach ran to the south to a quarry. They had two Plymouth gas locomotives (likely model CL or similar of about 5 tons), according to some reports the locos had previously been used to build the Sunset Tunnel in SF.

We have a write up pending at Pacificng.org

There's a small jetty at Goat Rock, which has some rusting wheel sets and the weight end of I think it was a steam shovel. I believe i posted pictures of both here a long time ago. The weight had the name/model of the equipment. I'm thinking it was a steam shovel, but I could be wrong. When I have a chance I will try to locate the pictures.

@James Yes, that's an OCR off the scanned magazines I located, and a poor job they did, since there are too many errors when you try and grab the text off them. Looks like an interesting little historical site. Anyone want to go and see if there's any remains? There's actually a few ghost towns in the area that I wish I could go investigate.

@Chad The New Deal was involved in helping construct some grading projects in California and many other states. Berlin New Hampshire, another in Massachusetts, and another in New Jersey that I've located in my searching. There was the aspect of the Reconstruction Finance Corporation under Jesse Jones providing loans to railroads that needed the capital to make repairs or buy equipment.
