This is very recent work as there is no corrosion on any of the bright metal nuts and bolts.  As well recent adjustments have been made to the warning arm systems.  Also this is on Dry Creek road which is beyond the smart RoW so has be the work of NCRA/NWP.  The other photo is looking south across the Mill St intersection with Healdsburg Ave where the city has installed a round-about and removed the rails.  Interestingly those rails show almost no wear.
